A defining characteristic of the Ukrainian IT landscape is the Diia City regime — a legal and tax framework designed specifically for technology businesses.
Its key structural features include:
- A preferential corporate taxation model (alternative to the standard 18% corporate income tax)
- Reduced payroll taxation mechanisms
- A defined and flexible legal framework for engaging IT specialists (employment, gig contracts)
- Enhanced tools for IP protection and non-compete arrangements
Diia City was launched in Ukraine in 2022. The first residents were officially admitted on February 15, 2022. As of April 2026, 4,200+ companies and startups operate under the Diia City regime.
Overall, Ukraine offers technology businesses not only talent and scale — but also a legal framework specifically designed to support IT operations.
